Efforts to end the long-running conflict in Syria have proved elusive. There is still no date for the much anticipated and frequently delayed “Geneva II” peace talks, but on Monday Syria’s political opposition announced that it would take part in the talks, sponsored by the United States and Russia, if certain preconditions were agreed to.
